Japan's Nuclear Safety Commission (NSC), one
of the multitude of Japanese cabinet nuclear watchdog groups, announced
that the now-infamous stress tests for nukes is insufficient. Before
they will endorse the restart of any currently idled nuke, a second
round of investigation must be performed. The Nuclear and Industrial
Safety Agency (NISA), the so-called top watchdog office in the cabinet,
says they will comply.
